Regulatory update – France

France has taken significant steps, marking a major modernization of document authentication procedures.

France has introduced in-depth reforms to its apostille and legalization framework, including the rollout of electronic apostilles (e-Apostilles) and a fully digitalized pre-registration system, effective 1 September 2025.

What’s changed

  • French notaries now handle all apostille & legalization services (previously the Ministry)
  • Mandatory online pre-registration via a dedicated platform
  • Electronic apostilles (e-Apostilles) available for participating countries
  • Faster processing times (previously ~4 weeks minimum)

 

How it works

  1. Complete online pre-registration
  2. Submit original documents to an authorized French notary
  3. Provide supporting documents (registration receipt, payment proof, return envelope, originals in proper format)
