Regulatory update – Algeria

Algeria Joins the Apostille Convention

Background

The Apostille Convention, established in 1961 under the Hague Conference on Private International Law (HCCH), replaces multi-step legalization procedures with a single standardized certificate. Since 2006, an electronic Apostille system (e-App) has also enabled digital authentication of documents worldwide.

Legal Update

On 5 November 2025, Algeria took a major step toward modernizing public administration by submitting its accession to the 1961 Apostille Convention. The Convention will officially enter into force for Algeria on 9 July 2026. Until the effective date in July 2026, the traditional Consular Legalization process remains mandatory for all documents intended for use in Algeria.

Why this matters

Traditionally, using Algerian documents abroad required lengthy consular legalization, involving multiple certifications and fees. By joining the Apostille Convention, a single apostille certificate issued by Algerian authorities will now be sufficient for recognition in other member countries. This change will simplify the use of documents such as birth and marriage certificates, education records, and corporate documents.

Key Benefits

  • One-Step Legalization: A single stamp from an Algerian competent authority will make documents, such as birth certificates, diplomas, and corporate records; legally valid in over 125 other member countries.
  • Faster Processing for Business: Companies operating in international markets can streamline contracts and powers of attorney, reducing the time and cost of cross-border trade.
  • Easier Mobility for Citizens: Students planning to study abroad and members of the diaspora will benefit from faster recognition of their educational and civil documents.

What to Expect

Algeria will initially authorize the ministries of Interior, Justice, Higher Education, National Education, and Vocational Education to issue apostilles. This accession strengthens Algeria’s international cooperation and reduces bureaucratic hurdles for citizens and businesses alike.
